That's a tough one.  The correct answer is 1633.0833, and the way to solve it is by moving the decimal point in .12 over two spaces to make it 12.  Then, move the decimal point in 195.97 over two places as well to make it 19597.  Then you can divide as usual.

I recommend reading Volume 1 of the Learn Math Fast System.  That book will teach you step-by-step how to multiply and divide with decimal numbers.
